No. CPAP delivers a continuous stream of pressurized air to keep the airway open. An oral appliance works mechanically by repositioning the jaw. For mild to moderate sleep apnea, oral appliances are often as effective as CPAP and much easier to tolerate. For severe sleep apnea, CPAP is generally the preferred treatment.
